Streamlining North Dakota's Land Management System

Modernizing a critical land management platform used to manage billions in state trust assets

Problem

The Department of Trust Lands relied on a legacy land management platform that lacked integration with critical systems, required extensive manual intervention, and created operational inefficiencies across the organization. The challenge was to design a modern, intuitive experience that supported complex land management processes while reducing administrative burden and improving access to information.

My Role

I led the end-to-end UX design of North Dakota's Land Management System, partnering with business analysts, developers, and client stakeholders to transform a complex, paper-based platform into a modern digital experience. My work spanned user research, workflow design, information architecture, interaction design, and implementation across the entire portal.

Process

01 — Discovery

Conducted 60+ hours of stakeholder interviews, reviewing every page and field across the portal to eliminate unnecessary complexity and uncover opportunities to simplify the user experience.

02 — Workflow Design

Redesigned 36 end-to-end workflows across applications, profile management, messaging, royalty reporting, payment history, and user administration to streamline complex business processes and improve efficiency.

03 — Interface Design

Designed 90+ high-fidelity wireframes spanning every page, modal, and interaction across the portal, transforming complex workflows into intuitive, role-based experiences.

04 — State Design

Designed 25+ application experiences across blank, in-progress, submitted, approved, and read-only states, creating a consistent and predictable experience throughout the system.

05 — Cross-Functional Collaboration

Worked alongside business analysts, developers, and client stakeholders to iterate on designs, align technical requirements, and ensure solutions were ready for implementation.

06 — Implementation

Delivered production-ready designs that served as the blueprint for the Microsoft Power Apps build, supporting a seamless transition from design to development.

Solution

The solution transformed a complex, paper-based land management system into an intuitive digital experience spanning 36 end-to-end workflows and 25+ application experiences. Clear navigation, guided workflows, and role-based interactions made complex tasks easier to complete while improving access to critical information across the portal.

Outcome

The project transformed the Department's legacy, paper-based land management system into a centralized digital platform that streamlined operations and reduced reliance on manual processes. Successfully implemented in Microsoft Power Apps and launched as a live public-facing website, the solution modernized how trust land assets are managed and established a scalable foundation for future growth.
